are running ads, don't cut medicare and medicaid. at the same time the defense industry, manufacturers, they're lobbying against cuts. afraid jobs will be lost for the people who make the weapons. the list goes on and on. so how does this shape a potential deal? >> well, there's pressure from both sides. negotiators in congress right now from both parties are trying to find a way to avoid the cliff. that could be a temporary way to do that and come back over tax reform next year. i think what the signs are that the president wants to raise tax rates on the wealthiest 2% of earners, a balanced approach, but the republican party is saying, hey, wait a minute. let's close tax loopholes, close deductions. that's a better way. so i think they are looking for are a path down the middle. >> doug, try to reconcile all of this. you have "the washington post" which highlighted the number of polls showing people want smaller government but they don't want cuts in any of the entitlement programs. they do want the deficit cuts. you can't have it all, right? >> right. well, if you look at the exit polling
1, 2013, tax breaks worth $416 billion will expire. spending on things like defense, medicare payments to doctors will be slashed by $65 billion. add it all up and you are talking about cutting roughly half a trillion dollars from the federal budget. the congressional budget office and others warn going over the cliff will send the economy into a recession in the first half of next year. it was congress and the white house that set the deadline in hopes of forcing each other to cut the federal budget deficit and begin to address the growing national debt. of the half trillion dollars the fiscal cliff is designed to cut in red ink next year, 80% of it comes in the form of higher taxes. under current law, 20% comes from lowering government spending. this is just the first step as part of a $7 trillion effort to cut the debt over the next decade. that has led some to describe what could be coming as a fiscal slope, not a cliff. whatever geological description you prefer, it is on the map for every american. >> susie: a critical issue in this fiscal cliff debate: jobs. if the gove

protected from the sequester, answered other things like social security. and it affects medicare in a different way than the other part of the budget. they cannot cut pay under a sequester. what is the more likely scenario affecting pay would be furloughs, in the event as a question goes into affect. it's likely there would be widespread --certain chances federal agencies, people would be asked to take time off without pay. host: a hiring freeze? guest: that could very well happen. a hiring freeze and a slowdown in promotions would be two things that would happen probably relatively quickly in the event the sequester went into affect. host: tricare, the health-care system for military personnel, that would be impacted. guest: that would be subject to the same 9.4% across-the-board cut as the rest of defense. tricare for life, which affects military retirees, that is exempted. it does not mean immediately everybody's premiums would increase, but it does mean providers and insurers would be subject to that cut. that whatever affects on the benefits they provide to the troops. host:

, and almost $3 million of cuts from public housing. san francisco's allocation of medicare would be cut by $2 million. funding for the wic workforce program would lose almost $5 million. there would be a $1 million cut to housing services for people with hiv and aids and more than $1 million cut to the community development block grant program. ladies and gentlemen, this is our safety net. and our safety net's already strained by years of state cuts and it cannot sustain these additional reductions in federal funding. in addition to the cuts i have just detailed, there are also competitive grants and state pass-throughs that will also see cuts, and totals for which we really cannot estimate at this time. although this is serious business, and we need to get engaged -- although this is serious, we need to get engaged as a city to advocate against request ration -- sequestration taking place. my office is closely engaged with the governor, his white house, members of our federal delegation and other mayors from across the country to make sure they are aware of impacts sequestration would have o
